first 10 chapters were mostly biographical. chapter 11 is where a sketch of a program is laid out. it is an accusation and seems to collect every grievance in order to pin it on one (monolithic) scapegoat. "a state within a state."

chapter 10 steps away from what has been mostly a biographical and political narrative into an analysis of the collapse of the second reich. things go off the rails here.
