I'm really struck this go-around by Shakespeare's focus on England's own government (Richard II) destroying her from within through taxes and disregarding the law of the land.

Richard II might be a scoundrel? He banishes Bolingbroke on dubious grounds. When Bolingbroke's dad falls ill due to hearbreak, Richard then gleefully plans to use that family's wealth to fund his own wars.
