"Luna felt callers didnt understand they were putting entire groups of people at risk when they called dispatch with meaningless complaints. Or alternatively they did. She said sometimes she could hear hatred and fear in their voices when they described alleged wrongdoers, and casually tossed around degrading identifiers like 'rachet'& 'ghetto'. She wished people would stop calling dispatchers with these complaints."
