Tells the story of knowing the community caused their own problem; knows they can have back the service the community threw away years earlier; knows the answer that they can immediately restore services, just ask; throws a tirade with the duped "community leaders" he's developing; tirade lasts until wrap-up with demand to have back the service; answer is yes; brilliant? Nope!
