I'm not a comics fan, but this is a very good material for first year students of Dutch on an A2 level. Contains 3 police drama comics with vocab help. (LFL find)

I've heard for years that comics/ fully illustrated texts are a very good way to start reading in another language. I've been sceptical, because most comic books are not aimed at learners and the "spoken language" nature of much of the dialogue in comics can become too slangy, abbreviated, or world-specific, which is confusing and frustrating for low level readers.
To answer your question, yes! For beginner learners and for those who do not like to read in general, a comic specifically aimed at learners is a very good place to start, it looks like. The pictures make it much more like watching a TV show in the target language than reading a book, but with the ability to rewind and "hear" a sentence again.
I'd like to try a learner comic in a language I really AM on the A2 level of to see if it would be as helpful as it looks. (But I doubt they're out there)
