Van Ess is discussing a number of Syrian Qadarites in the late Umayyad period and he concludes compared with Iraq at that time theology seems not to be passionately pursued in Syria that is why Qadarite (those who do not believe in divine predetermination) were not prosecuted or excluded that much in Syria.
