The epistemic cannot be reduced to the non-epistemic. Thus, a theory of sense-data that treats perception as non-cognitive implicates that empirical knowledge requires mediation. On the other hand, one may postulate perception as a knowing, in which case it cannot be a knowing of sense-data, but rather of facts about sense content, but then that implies that sensing has a propositional structure.
