The authoritarian bureaucrat, who by merely administering decrees has the illusion of constant action, feels tremendously superior to the "impractical" people who are forever entangled in the "legal niceties" of democratic legislature and therefore fail to fully grasp the political power which to him is the source of everything.

Executive Orders anyone?

I think it's a good book but I'm just too stupid to fully understand it.
