Chapter 5 makes an argument that water efficiency and conservation are effectively nullified by increased consumption. This argument makes a host of assumptions that go unaddressed and I think it ultimately gives the impression that efficiency efforts are moot. Owen attempts to make a point that conservation is not a silver bullet, but I feel he fails to truly drive it home.
