Okay my theory so far for how Santa Elena got Bao was it was the guy from the beginning that took the defective pups. Cas's mom didn't seem to like it and the conversation seemed suspicious. That and/or I think Santa Elena used to be a trainer or at least was in some way involved. That's how she knows what Cas needs.
