I think that Bill took the blame for his father out of fear & love, that his father was a killer & he went agianst his mother to save him. So he is not the actual DT Killer but everyone thinks he was so the person who hates pip looked at previous ways used to kill and is copying the DT killer's methods (possibly idolized this serial killer???), but doesnt know that the Bill isnt actually the DT killer
