I believe the queue in the first chapter represents the line to heaven (as one hears about from Christian people close to them, at least I have) and it’s mixed with society or human nature as we know it. Everyone is eager to get it, so they turn on one another or are happy when one leaves, completely missing th point of why they are there at all.
