Think about that. Think about the amount of water that a city uses and how much it actually *needs* to use. Maybe we should think about what is right for the environment instead of what we prefer for human entertainment and comfort.

Basically there are cities and regions that are prone to inversions in the atmosphere that keep cool air trapped against the ground with a layer of hot air on top of it. This means that smog and other types of pollution are trapped right on top of people! Yummy!
