As wealth was distributed to the king’s administrators, they gained more power. In the first intermediate period, nomarchs became almost kings themselves. This was also likely caused by an increase in irrigation projects which required local government to build. Nomarchs became hereditary as opposed to appointed roles. They built bigger tombs and used their own tomb inscriptions, previously reserved for the king
