This one is famously a Dramione fanfic that was rewritten to be published and it’s making it hard for me to judge this novel independently. Am I trying too hard to see the parallels/connections, or is it that the world building and character development is too weak and depends on the reader bringing that additional context?

One issue I think this has with being fanfic turned original work is that some of the character work that can be taken for granted in fanfic wasn’t developed. Helena is treated as a second class citizen - first for being foreign, then for her abilities etc. - we don’t get enough of her friendships to understand her loyalty. Instead, she reads like an abused dog, grateful for any scraps of kindness.
