Victoria Law regulations to further the goals of their superiors, & their superiors in turn reward them for their loyalty. In the Third Reich, At every level from the top down, Nazi bureaucrats competed to further their superiors’ goals of cruelty & genocide. Then, later, they claimed they were merely following orders.”
