A little of both. I plan but only like the next few books in advance. I like to leave room for if something is calling to me but I also have a loose list of books I want to get to soon with room for add ins.

There's part of me that would love to be able to make a plan and stick with it, but eventually I feel hemmed in by agendas - whether set by myself or others - and let whim guide me for a while.

I have a list, and several ARCs I need to read at any time, but then mix in random books that catch my eye.
I’m both. My book club plans our reading list for the upcoming year in December. What I read in between depends on my mood entirely.
