Actually, pets getting lost is a lot more common than Ms. Harman seems to believe. Also, it's much less common, but pets also get stolen and then dumped. A responsible shelter with over thirty dogs coming in under circumstances like this, would have scanned them for microchips and checked for lost or stolen pet notices. Some of those dogs could have loving, grieving owners searching for them.

There are, in fact, people breeding HEALTHY bulldogs, bulldogs who can breathe properly, mate naturally, and give birth without Caesarean sections. If you are going to go out and intentionally buy a bulldog puppy, take the time to find a responsible breeder.

All the telling rather than showing is clumsy enough, but really, how often do we have to have the staffy of Kelly's Koffee Shop reminding each other that everyone one goes to Kelly's for the gossip when something juicy happens in town?

Way too much tell. Not enough show.

Much of the exposition has a very "As you know, Bob..." quality to it.

A nearly-full animal shelter that suddenly gets an influx of 30 dogs (more than the capacity of many small town shelters) needs dog CRATES, not just dog beds, to manage the influx.

Charging a fee for someone to foster an animal for the shelter would be very, very strange, and discourage foster volunteers.
