In the 1960s, Morocco stagnated economically and suffered from severe underinvestment at a time when much of the capitalist world was doing relatively well. Then after 1973, the oil crisis helped Morocco: its domestic oil consumption was very low (under-industrialized economy, no heating systems, few cars) but it was the world's #1 exporter of phosphates, whose prices skyrocketed along with the oil prices.

It's hard to overstate to what extent Moroccan expansionism into the Western Sahara and the 1975 Green March served to unify the royal entourage, the government and the opposition in a period of crisis. Even the Moroccan Communist Party rallied behind southern expansion and sent representatives to Eastern Europe to defend the Moroccan case. The few dissenters were arrested, jailed, tortured and sometimes killed.

En trente-cinq ans [van de 1910s tot de 1950s] le PNB par habiant a progressé de 1,7% par an, mais la population musulmane dans son ensemble s'est appauvrie, évolution qui accompagne la décomposition de structures traditionnelles. Cette économie extravertie exporte du phosphate, du plomb, des sardines, du vin et des agrumes, dans la dépendance des marchés étrangers."
