Terminus is in trouble and holo-Seldon drops a mind-blowing punch: the Encyclopedia was a fraud and just put in place to set Foundation on the path toward a predetermined path that those on it didn’t understand. There is no turning back now, so the citizens of Terminus are just pawns in the bigger game of basically becoming the next empire.
