Something that always drives me crazy in books where there's issues with food supply meeting the demands of the people, leading to danger of mass starvation is that there's never a moment where the main characters or government leaders go straight to the farms to ask why the supply is faltering. The farmers can tell you if they haven't gotten enough rain or if the soil is poor, you can't see that from a throne room.

I don't trust this apparition of mother div. I think the stories were wrong about her. Perhaps she was no savior. I'd guess she either went power hungry or grew sick of the needs of her people -- in either case, I think she not longer wishes to save the people, and if rescued she will instead destroy them all.
