Ricks makes a super interesting insight into the role of J Edgar Hoover in this period, comparing him to a feudal warlord. Ricks argues that, while Hoover was nominally subordinate to the President, he had leeway to act independently and even in opposition to POTUS, much the way a feudal lord might side with and against their king, depending on the day.
