Green book - 2020 treasury review identified that it failed to support the idea of levelling up bc the process relies too heavily on cost-benefit analysis. BCR places to much weight on benefits that could be easily assigned monetary value with insufficient weight given to whether the proposed project addressed strategic policy priorities

Barnett formula - used to allocate funding to calculate the yearly change in the block grant given to Scotland, wales, and Northern Ireland. First used 1978. The formula calculated the same pounds -per-person change in funding as the uk is spending in England. Institute of Fiscal Stufirs found the formula was protecting Scotland and NI from hundreds of millions of pounds of cuts. Green book drags funding to London then this is counted as English funding. Then equal amounts to home nations. English regions miss out. Joel Barnett wants to get rid.
