“Citizenship” usually means legal belonging, rights, recognition, protection by the state. But the phrase “hollow formality” means that, for dehumanized people, citizenship can exist on paper while being meaningless in practice.

When a dominant society sees a group as less than human, it treats their normal human reactions to violence, control, humiliation, or occupation as irrational, savage, criminal, or dangerous. So something that would be understood as “natural resistance” from one person becomes labeled as “primal behavior” or “criminality” when it comes from the dehumanized group.
