Money used in cities by non governmental and government entities determines the health of neighborhoods. Unfortunately in most cases, money collected by the government would spend most of it on the suburbs while they determine cities as slums. I love how North End of Boston were able to thrive during the Depression through primitive methods of service such as bartering without relying on the banks.
