it’s a fantasy novel so i’m not sure if it’s entirely what you’re looking for, but The Gilded Wolves takes place in the late 1880s in Paris. It’s an incredible series that i believe (it’s been like 2 years since i read it) integrates a lot of historical value in the story.
also A Darker Shade of Magic series. it’s about the same time frame in London. It’s a little less steampunk-esque because two of the three worlds rely solely on magic and not technology, but there is one that is void of magic and functions like our world in that time period. again it’s such a good series, but it is a fantasy so i’m not sure if it’s the right vibe
