OOOOOOKAY that makes more sense. They couldn’t get an elephant to do it bc they’re extinct, and the captive elephants they’ve got have never spent a day in the wild. Practically every elephant left has no memory of the wild, let alone any inherited memory from their parents

So bc the mammoths don't have any natural predators, and the government wants the preserve to be self-sustaining. Therefore, they allow some people to pay huge amounts of money to hunt some of the bulls.
