The argument made here is that the Serbian government was riddled with nationalist extremists who were hard to distinguish from the less extreme but still austrophobe government, making an Austrian response difficult - how complicit are the Serbian government? The Balkan war only served to amplify Serbian irredentism, and they felt more confident with Russian support.
