Was the one who put the hit on Blas a survivor of the burn on Oypat? And was Blas one of the Engineers tasked with finding a solution for the contagion? Maybe for political or other reasons, the Engineers and the Apoth delayed the decision so they could burn Oypat. For the Haza, maybe they were in on it too.
