“The different states have not only nearly the same interests, the same origin, and the same language, but even the same degree of civilization, which almost always renders agreement between them an easy thing. I do not know if there is a small European nation that does not present an aspect less homogeneous in its different parts than the American people, whose territory is as great as half of Europe.
