The Military Intelligence Division (MID) of the US Army established a contingency plan in 1919, during the height of the First Red Scare, for dealing with a Communist uprising in New York. It involved the military surrounding the city's Jewish neighborhoods and enclosing them with armed checkpoints and barricades with machine guns. Nothing unsettling about that at all.
