I would hardly call Warmoth "idealistic."

The Metropolitan Police were just as much an unofficially official militia as a police force. To quote Crucible of Reconstruction: "Much more so than the state militia or the constabulary, the Metropolitan Police served as the military arm of both Governor Warmoth and Governor Kellogg throughout Reconstruction." (159-160)
