Healthcare professionals are subject mandatory reporting laws which require that a certain professionals (health, educational, others) need only a mere suspicion of abuse as enough reason to file a report. Sam stated that he didn't have evidence to file a report. Also, why would Sam get a call in the middle of the night if said child were injured or dead? Hopefully the author clears that up for us. :) So far I'm in!
