Note for a later review: It is interesting to see a current 21st century discourse on the future political order of Afghanistan mirrored in a 19th century book on Afghanistan: It is the question of how to deal with the traditional tribal structure of the political system. Already Elphinstone concluded that taking Afghanistan's specific situation into account it would be wrong to impose a Western political system.
