This books has a similar flavor to The Stone in the Skull by Elizabeth Bear to me, but I can definitely also see it appealing to people who liked A Natural History of Dragons by Marie Brennan. I'm a fan of both so I'm really enjoying the world that Samantha Shannon is building here.
