I feel the author is trying to hard to make TR sound conservative. He certainly held some conservative opinions, but he did favor some things today's conservatives would not agree with. He did seem to flip-flop a bit. A populist? Yes. A conservative? Sometimes.

Practical? Yes. And I don't mind practical in our politicians. Reagan was practical.
