Progressive education is interested in the welfare of the group instead of individuals. Today, the idea of lowering education to the groups' levels is an idea contrary to legislation such as No Child Left Behind. However, the opposite is now true that the entire group much reach a high standard together as a unit. This collectivist philosophy was prevalent during the presidency of George W. Bush.
