I recognise this description of stalkerism. (In the text they described it as "harassment" - it is creeps following you anywhere and everywhere)
I have heard of a few methods to get it to stop, but I don't know what is the most effective...

It feels like no matter how many laws get passed about this issue, it will always or at least extremely regularly remain a concern.

I wonder why there is a problem with law implementation.

As I read over the chapter summaries, I keep thinking of Valerie Hudson's & Andrea den Boer's Bare Branches: The Security Implications of Asia's Surplus Male Population, which I haven't read yet, but I wish I could, since its thesis sounds compelling. The summary sounds like they're arguing it's just getting too brutal over there. Even though I did come home with a bloody knee, it was from a fall, not from a fight!
