Milyukov sent a telegram to Paris and London which affirmed Russia's commitment to secret treaties in 1915. The Mensheviks, socialist-revolutionaries and Bolsheviks organised demonstrations. Milyukov and Guchkov resigned and Kerensky and Tsereteli joined government.
