"Problems of unidentifiable oppression ought also to be taken seriously. These problems come in two forms, one in which an oppressive agent is good at hiding his responsibility from citizens who might remove him, and one in which oppressions exits, even though there is no person against whom the citizens can direct their repudiation. Both forms of the problem require public knowledge, if they are to be addressed".
