I've just finished volume one in the series and I can definitely see a romance budding between the Azure Caleb and the Civilian Zeika. But it's a bit more obvious that Caleb is protective over Zeika and Manja he had bought them food and then hid them in safety to keep them away from others Azures that might try to take advantage of the fact that Zeika is a teenage girl

So far this book is following a range of different characters. I can see that the author wants to show the treatment of women many are prostitutes or are treated like one. I have come under the impression the female lead Zieka is very determined to help others even when offered money to help herself she still refuses as she wants to keep her dignity and still be able to protect her innocent sister Manja.
