ooh. I wonder if this is the story with the railway station café with the proud boast of 'never knowingly having refreshed anyone'? or something rather like that. found it in a compilation as a kid and adored it.

No, that's on another compilation, the one with the Christmas stories, I think. This one is articles, not fiction, but he used some of them as ideas for stories and characters. There is one article that talks a bit about railway cafes, but it just describes the food and the staff without given people speaking parts. The comment about not having refreshed (restored in the article) is here, but without the boast and the funny staff of the story.
