Why would temporarily killing your brother be worse than permanently killing innocent strangers?

This book doesn't seem to acknowledge that there can be anything in between enjoying killing and bring a "good" person racked with guilt for having anything to do with it. How are all these people not just numb to it by now? They are IMMORTAL GODS.

It's there no restrictions on producing children? Seems like that would be a better solution than killing quotas for the living. And why make it random? Why not glean the oldest, wouldn't that be more fair?
