This starts with a flashback to 1990 that makes it look like 1950. I'm reading this as commentary on the function of the flashback in film to establish narrative distance while addressing the role the military-industrial complex plays in our society while at the same time coating everything with an unquestioned patina of good-old-days nostalgia.

Otherwise it's a super weird choice.
