during the Polish campaign, a nervous Hitler kept a tight leash on the forces at his western border as to not provoke France. For the attack in the West, the necessity of surprise was stressed & any hold-up was a cause for concern. The Navy's tasks tend to be spelled out briefly, as if less important. Hitler's paramount need to personally interfere, authorize & control his commanders is evident troughout.
