The excuse of Europe's responsibility was, and is, unpersuasive. And there was a personal reason that may have been crucial: the fall of Margaret Thatcher. When Iraq invaded Kuwait, it was Thatcher, at an Aspen conference that day with Bush, who stiffened the American president's backbone. If Thatcher had stayed in office, I believe, she would again have stiffened Bush's spine.
