Krepinevich makes a very good case early in the book that the Viet Cong presence in the South was a homegrown phenomena, not "infiltrators" sent by the North, as the US Government and Army alleged. If the US had accepted that the VC were prospering from local recruiting, it might have made them re-think their strategy.
