In the book I found out that the district that was supposed to be destroyed, actually survived. It is called District 13, and the Capital was supposed to have destroyed District 13 for disobeying their orders. They wanted to set this mood as happy. I think this because the author didn't want the series to end with just Katniss escaping the dome.

In the book Katniss has escaped the hunger games. The capital is angry about how she had escaped the dome. And how she already represents the rebellion against the capital. This only shows that it's making Katniss's situation worse.
