Tom Clancy has a go-to move where the bad guys are terribly bad and dangerous, but never so bad or dangerous that they do any real damage. The nuclear bomb at the Super Bowl fizzles; the Ebola biological attack isn't as contagious as they expected; the 'Army of God' invading our buddies in the Middle East can be whooped by a small group of gung-ho good ol' boys. It's all very Fox News and fascist right out of Eco.

A quick look at the Ryan-verse wiki indicates that apart from four years as a stock broker Ryan has himself been a government employee for his entire adult life.

As soon as Tom Clancy starts talking about topics other than "things the military uses to blow stuff up," you realize how fundamentally ignorant he is. It isn't just a lack of knowledge--the guy had no idea how clueless he was about basic concepts, and at his level there's no excuse for that other than a disinterest in learning.
