Brands ably reveals how haphazard the colonial gov't was then, from the powerless US provincial assemblies (ignored by the Governors, Proprietors, Parliament, and the King) to the absence of coherent guidance given diplomats like Franklin to curry their favor. Revolution *was* inevitable.
